Declassification and the Madison

You may have seen that a 1974 memo regarding reports of a collision between the Madison and a Soviet sub has been declassified.
While on FB this morning, I received a request from a journalist in Russia asking to discuss that. As I was still in HS in 1974, I couldn't tell him anything.

If there is more to this story than the subject memo and you have knowledge of that, you want to verify that any information you are thinking about sharing also fits the declassified category.

It has been suggested that if you choose to speak to anyone about happenings of those days in 74 "I wouldn't give interview to anyone without the Navy telling me (in writing) that I could."
